For the period from 2011 to 2016 in road accidents in Ukraine have killed 26.7 thousand people, of whom 43.7 per cent were pedestrians and cyclists. The world Bank estimates that annual losses from road accidents in Ukraine is around 4-5 billion USD. So, in 2016, on the Ukrainian roads killed nearly 3.4 thousand people, 33,6 thousand were injured. As noted in the National transport strategy of Ukraine for the period until 2030 require the solution of such problems: the high level of deaths and injuries resulting from road traffic accidents; the imperfection of the safety management system of transport and the lack of a unified coordinating body of management of road safety, which is the reason for the lack of integral system of state management of traffic safety; imperfection of the monitoring systems of road traffic accidents, statistics and risk management; inefficient approach to solving the problem of the high rate of accidents and the severity of its consequences and of establishing the scientific basis of activities in the field of road safety; the lack of specific measurable goals to improve the level of road safety, appropriate coordinated plan of action in this area; low level of education of society in the field of road safety, self-responsibility and respect for the rules of the road. To increase the level of road safety offered a list of such tasks, in particular: implementation of programmes to improve road safety; the establishment of multisectoral management body of road safety; integration of modules on road safety in the education system; assessing the safety of existing road infrastructure and implementation of engineering actions to improve safety performance, the design of roads subject to speed limits; the strengthening of control over observance of traffic rules; extensive use of innovative technologies to ensure road safety; improving pedestrian infrastructure, Parking areas, speed limits movement of vehicles, and the like.
